Italy: incentives extended to 2500 m² solar thermal plants
The latest statistics of Conto Termico in Italy show that the national incentive scheme is still not sufficiently used, because only 75 000 m² of solar thermal plants were subsidized in two years and a half. A revised version of the scheme has just been released.

The new version of the Italian incentive scheme for renewable heat and energy efficiency, the so-called 'Conto Termico 2.0' introduced some relevant changes related to solar thermal with respect to the previous version.

One the most noticeable modifications, which really regards the potential integration in district heating grids, is the setting of a higher threshold for the maximum plant size included in the scope of the support scheme, which has been extended from 1000 to 2500 m². The incentive amount, then, is not only linked to the installed gross area but also to the expected yield of the solar collector, as reported in the Solar Keymark certificate.

Unfortunately, the new rules still show an ambiguity for solar district heating plants, since it is not specified if the yield should be calculated at a temperature of 50 or of 70 °C. The specific incentive could then range from about 170 €/m² to about 255 €/m², depending on the interpretation of the law. Therefore, market actors are waiting for an official clarification from the Ministry of Economic Development and from GSE, the state-owned company managing the incentive scheme.
